Abstract
Renewable energy provides a strategic alternative to fossil fuels, which helps to support the EU's energy policies on environment and security of energy supply. Bio energy the largest energy contributor for the EU-15's renewable energy consumption, has diversified resources, complex technologies, a wide range of products and diversified markets (power, heat, bio-fuels and gases). This makes bio energy a challenging development with great potential and worldwide impact.
The 24 European countries spent around 220 million on Research and Development in Bioenergy in 2001, of which 80% of this hudget was from the six ERA-NET partner states. It was recognised that public funds could be used more effectively and efficiently, and development accelerated, if strong co-operation and co-ordination of national research activities can be achieved through networking.
The objective of the project is to establish structural co-operation between national bioenergy research programmes in the member states. To support the implementation of the co-operation a step-by-step, pragmatic and flexible approach will be followed, leading towards transnational research pilots. Dissemination of project results to stakeholders, research institutes, industry and politicians in other EU states will help establish the approach of co-ordinated international research. For the duration of the project new partners will actively be encouraged to participate in ERA-NET Bioenergy and expand the consortium.
