This document PDF serves as a background to the development of FP7, extending the concept of the 'European Research Area (ERA) and developing the 'Lisbon Strategy'. The Lisbon Strategy intends to deal with the low productivity and economic growth in the EU through the formulation of various policy initiatives to be taken by all EU member states, with broad objectives that will, it is hoped, be attained by 2010. As far as research is concerned the objective is to approach a spending level equivalent to 3% of GDP, compared to the current level that is less than 2%. As indicated in the contents list below the document also provides further information on the proposed development of the technical content and management of FP7.
