Abstract In order to expand the market for RES heating it is necessary both to increase the supply and to stimulate the demand. On the supply side, the logistics associated with the collection of raw materials, for example pellets and wood-chip production are still at a basic level in most regions and countries, and the production capacity relatively low, despite the fact that many countries and regions are currently increasing their capacities for pellet-production. The logistics for distribution and sales operations also need to be stimulated in most regions and countries. This project will strive to support these issues by the following overall objectives.
The aim is to increase sales of biomass and related equipment and services for local and regional market actors in the participating regions, as well as result in an incresed market share for biomass in all participating regions.
In this project this will be done by establishing co-operation with market actors such as industry, bio fuel producers, wholesalers, distributors, sales agents, energy agencies, consultants and establish a platform for information dissemination and business possibilities. On the demand side, consumers need to be convinced that renewable fuels or systems will provide them with secure energy supplies, at prices, which are competitive. To achieve this it is understood that public awareness of RES heat needs to be enhanced and this will be prioritised at the dissemination step.
The "Partnership principle": focus on objects possible for biomass (oil boilers for conversion or new boiler plants), find local/regional suppliers of fuel and equipment, establish contacts with ESCOs or other financial bodies, establish joint partnership for the plant/object, make a feasibility study and implement the biomass project. The partnership principle has been used in many contexts outside the energy sector with great success. This method will now be used in regions in the participating countries. Experiences from Austria, Finland and Sweden will be brought to the new regions in collaboration with the most relevant market actors, and additionally the activities in Sweden, Finland and Austria will be extended and strengthened.
In order to succeed in the project it is of vital importance to simultaneously work with a bottom-up approach, i.e. have the practical market actors involved at the local/regional level, and a top-down approach, i.e. policy makers, municipalities and regional decision makers, in parallel. The establishment of the regional partnerships will do this!
