Abstract
Biodiesel is one of the two liquid biofuels that in the short term is expected to contribute the
most to reducing
current EU-25 50% external dependence on fuels for transport. However, so far production
and use of biodiesel is not
sufficient.
The general objective of this project is to promote Biodiesel as a competitive and commercial
product in the European fuel
market, using the broadest range of raw materials both from North and South-Europe and
considering all the
agents involved. One of the outcomes is to successfully put in the market 35,000 t/year of
biodiesel, which represents an
increases of 2.3% biodiesel on the production of EU-25 in 2003. This objective can be translated into
more specific objectives
- Characterizing pure biodiesels from at least 8 different raw materials
- Monitoring and proposing improvements to the EU regulations and European standards
- Assessing the specific barriers of the logistic and distribution sector
- Relieving the vehicle and market barriers,
- Undertaking a broad dissemination programme
Description of work
- WP2 will be devoted to the production at lab-scale of all the different varieties of
biodiesels and testing at pilot
plant-scale the most appropriate ones.
- WP 3 will assess and monitor all the European regulations and standards,
including the transposition of directives into national regulatory frameworks of the EU-25, and
will provide
suggestions or improvements to such regulations and standards.
- WP 4 will deal with the barriers interposed by
biodiesel and BD5 to the logistics and the distribution sectors.
- WP 5 will address the market and vehicle situation,
providing measures to improve the social acceptability of biodiesel and suggestions to vehicle
manufacturers.
- WP 6 embraces all the dissemination activities of the project (website; two conferences;
project awareness to
target groups).
- WP 7 will do, upon request of the EC, the dissemination activities for the awareness
of the EIE
programme.
- WP 1 will be devoted to the global management of the project, including the
consortium relation and communication.
Expected Results
- Solving acceptability barriers (fuel distributors, vehicle manufacturers, end users) for
successfully putting in the
market 35,000 t/year of biodiesel, increasing 2.3% of EU-25 production of 2003
- Updated status at the EU-25 of the Directives on Biofuels and on Energy Taxation,
and its transposition into their
national legislations
Proposals for improvement of the biodiesel standard EN-14214 and the diesel standard EN-590.
- Proposal for substitutive materials and/or successful coatings that producers, distributors
and vehicle
manufacturers could use for avoiding problems created by biodiesel in logistic systems and vehicles
- Assessment about specific additional investments required for biodiesel distribution
and commercialization
- A European strategy for product launching and a plan of interventions to support the
use of biodiesel to be tested in
the French, German and Spanish markets
- Assessment on the economics of the resources and alternative competing markets for
biodiesel
