Areas covered by the previous AIR (FP3) and FAIR (FP4) programmes continued under Key Action 5 of the Quality of Life Programme (FP5), detailed below. This is followed by links to FP5 Projects and Background Information.

THEME 1
Quality of Life and Management of Living Resources

The programme is built around 6 specific key actions targeted at immediate socio-economic and market needs. A number of strands, that include research contributing to the production and use of renewable resources, aim to support the implementation of the new Common Agricultural Policy (CAP) within the evolving world trade situation, globalisation of markets and enlargement of the EU.

Non-Food Activities come under Key Action Five: Sustainable Agriculture, Fisheries and Forestry

The overall aim is to improve the quality of life through production and use of natural resources, with an emphasis on new technologies including biotechnology. Areas covered by the NF-2000 Network fit into further developments within this key action, with possible funding under:

5.2. The integrated production and exploitation of biological materials for non-food uses

In this area a strong industrial participation and focus is essential for selection, with a focus on:

5.3. Sustainable and multi-purpose utilisation of forest resources; the integrated forestry-wood chain

Following publication of several discussion documents (including those illustrated in further details) during 1997-98, the EC has now agreed the technical content and budget for the 5th Framework Programme of the European Community for Research, Technological Development and Demonstration Activities (1998-2002). The 5th Framework Programme (FP5) is regarded as an opportunity to pursue a new approach to policy with regard to research conducted at Community level - designed to address contemporary issues and meet the aspirations of Europe's citizens. It is suggested that with only three years to go before the new millennium, the EU is entering a crucial phase in its history, busy with work on the construction of Economic and Monetary Union and the redefinition of its institutional structure, notably with the prospect of the accession of new Member States. The objectives of FP5 need to meet new priorities, which at present are defined within three thematic (scientific) and three horizontal (general) objectives covering technical, social and economic needs.
